Strategy for HS/Epcot Park Hop - 3 day booking window

Hello.  We will be going to Orlando next week w/ park hopper tickets for next Thursday 11/20/25 (along w/ tix. to MVMCP Tuesday 11/18/25).  We are staying off property so, as I understand things, our booking window opens Monday morning.  We plan on starting the day at HS before hopping to Epcot in the early afternoon.

1) If we don't see pre-midday Individual LL for ROR should we buy it anyway and hope we can re-book it to an earlier time?

2) Our Multipass priorities at Epcot are Ratatouille and Frozen.  How safe are we waiting until day of to secure one of these lightning lanes so we can focus our prearrival booking on  pre afternoon HS rides?

3) Assuming we want to ride as many of the heavy hitter Multipass rides at HS (Slinky Dog, Rockin Rollercoaster, Tower of Terror, Millenium Flacon, Mickey and Minnie) as possible before leaving for Epcot in the early afternoon (I'm thinking around 2:00ish but open to suggestion), how should we prioritize our rides for Wait Magic ?

I am sure I will have more questions as our booking window approaches and appreciate any help and feedback.  I will also probably post this on Facebook to get as much feedback as possible.  Apologies to those who may see this twice.
