Booking VLL at 2 pm after park hopping

I was wondering if my entire group needs to be at MK or Epcot to book a VLL at 2 pm after park hopping? I was wondering if I could hop over to one of those parks to book the VLL for our whole group at 2pm while the rest of my crew takes a break at the hotel? Thanks.

Each person attempting to obtain a boarding group would need to have tapped into the park already. They could leave after that though until it is time for the group to be called.
